In a recent YouTube video, the founder of Cardano and IOHK CEO Charles Hoskinson explained how Cardano's fork, Shelley, will evolve in a process he described as "A skeleton of many different phases".

Shelley is a mainnet fork focused on improving delegations and StakePools to reconceive Cardano's decentralization scheme. It is conceptualized as a transition stage before Ouroboros Genesis and is the second stage of the complete roadmap to achieve a more scalable and smarter blockchain.
At the end of the road, the Cardano team expects everything to be aligned "with their BFT boards", ensuring better communication at the infrastructure level, thus improving the user experience.
To provide a "Fully decentralized Shelley phase", The project team conducted aggressive tests with formal methods and simulations, without registering any major problems. Hoskinson says that this successful result will facilitate the implementation of all the steps necessary for the transition between phases. He also emphasized that this would be the most dramatic transition of all.
"We will never go from a federated system to a decentralized one again, all future updates will be less complicated than this, so they will surely be hard forks in the future, but those hard forks are not going to drastically change the system."
Cardano will fully function as a dynamic and decentralized consensus algorithm.
Each team at Shelley, Goguen, Basho, and Voltaire have been working in parallel to complete this update, so several specs are still being written and will be announced when the Shelley project launches. Each of these names corresponds to a specific phase in Cardano's roadmap: Shelley focuses on decentralization, Goguen on smart contract ability, Basho on the scalability problem, and Voltaire on the governance algorithm.
It is also important to note that once this transition occurs, most of the Cardano documentation will be redone and merged into a single, more organized site.
"We are changing the way the network stack works, we are changing all the general ledger rules, we are changing the consensus rules, it is the most significant update from that perspective because we divide it into phases where we have the Byron reboot as a main component ”.
