All of Cadiz fell into a state of shock: a comet moves across the sky – the comet of doom? The natural event means calamity, a self-proclaimed prophet announces: "I inform you that we are due." Terrified, the city dwellers accept from now on all restrictions imposed on them – from the curfew and ban on meetings to the separation of the sexes. On behalf of the governor, the bureaucracy takes power and executes what is necessary. People comply with the government's instructions, which have become identical with law. There is occasional resistance, but it fails. Finally, the corrupt and authoritarian governor seizes all power and establishes a totalitarian regime: "Everything will be all right," he promises. Security has triumphed over freedom.
